No worries. I may come across as cocky but I am actually trying to help. I just hated that report you listed. It's just typical dishonest Wall Street pumping.
The numbers they list show PBR is cheap. The problem is the numbers are false. When somebody puts down a future PE at 7.33 or whatever, it makes the number sound precise, and it is anything but.
My first investments were horrible because I relied on the numbers and had to learn which numbers Wall Street could lie about and which ones they couldn't. They are allowed to completely lie about forward PE ratios... and current/past earnings to some extent.
