OK, let's get concrete. Take the most extreme scenario, with just two players, each rating only one or five stars.
To keep two stars, I assume the average rating has to be 1.5 or higher. Therefore, given 31 ratings, the total amount of ratings times star values must sum to 47. This means in our extreme case that the 5-Star Rater must have four accounts, while the 1-Star Rater needs 27 in his arsenal!
(4 X 5 = 20) + (27 X 1 = 27) = 47 / 31 = 1.52 ave.
