Sign of too much cost cutting

I have done minor car service on my cars for decades, but this time for valve cover tightening, I needed a torque wrench. I went into an ASO and had to ask where they were located. I was told aisle 4. I looked and did not see anything labeled torque wrench, and I wasn't even sure what they look like. So, I went back to ask again. The shift leader asked a female employee if she could show me in aisle 4. She confidently told the shift leader she would show me and took me there, pointed at some sockets and said the torque is in the sockets. She then pointed at additional sockets and told me there were more there. There was no way I was going to go back to ask the shift leader again, and I finally found a selection of torque wrenches. My confidence level in ASO is down, and, no, I did not buy a torque wrench.
