The whole idea behind the 5x15 program was to get 5 programs into late stage trials, create a lot of shareholder value, and next partner the programs. Now the story is let's partner everything except 2, expect them to drop the 5x15 marketing over time. I love the technology, like the company, yet another move by management which I don't think makes people want to invest here.
With dwindling resources, I think they are just trying to be conservative. At this point they just want to see at least one successful product hurdle phase 3. The proof of concept has not reached the finish line.
