Should see more short covering before the dividend right?
You have to be a shareholder by feb 21, but the dividend isn't actually paid until march 12. So, a short needs to be out of the stock before the march 12 payout date, otherwise the dividend money will be taken from their account. So, they have 3 weeks to cover.
The information is incorrect. If you are short on the ex-div date, you owe the dividend. You do not have to cough up the cash until the dividend payout date. So, even if you cover your short position between the ex-div date and the payout date, you still owe the dividend.
