Its very common to give employees stock options as incentive.
There is no magic formula of valuation...the option price is the closing price the day its offered. This was filed on May 18th,so logic will say the price will be based on the closing price on the 17th

The BOD and management team got new options. No skin off my nose, they only pay off for them if the stock pays off for us. The options strikes are higher than my basis cost. Plus, they vest monthly over three years, so there's longer term incentive built in. I view it as a positive. Good for the management team, I hope they get to cash in.
