Everytime Uncle Sam gets involved in running any welfare program the taxpayer becomes the sap. The fraud runs rampant because the bureaucrats managing the program doesn't give a damn about the cost, they have no incentive to do so...the only thing they care about is their bloated government pensions...when is this fleecing of the taxpayer going to come to an end.

The U.S. government spent about $2.2 billion last year to provide phones to low-income Americans, but a Wall Street Journal review of the program shows that a large number of those who received the phones haven't proved they are eligible to receive them.
WSJ's Spencer Ante has details of a $2.2 billion government program to give cell phones to poor people that resulted in phones winding up in the hands of people ineligible for the program.
The Lifeline program begun in 1984 to ensure that poor people aren't cut off from jobs, families and emergency services is funded by charges that appear on the monthly bills of every landline and wireless-phone customer. Payouts under the program have shot up from $819 million in 2008, as more wireless carriers have persuaded regulators to let them offer the service
Actually you can get one of those phones on the street in any major city to use as a burner. They only work within the metro area, and they aren't really great phones, but if you're just going to throw it away when you're done with it, who cares? As for the person who sold it, generally to a middleman from whom you buy it, they just claim to have lost it or had it stolen, pay a minimal fee, and get a new one. Meaning your burner is good for maybe, 4, 5 days tops before you ditch it.
Drug dealers LOVE this program as it's even more anonymous than sending a cousin in to an electronics store to buy a half dozen burner phones.
