There's no official information to indicate that visa restrictions "might" get lifted. They either are removed or they are not, there's no in between. Beijing stimulated other parts of the economy and left the rstrictions in place which leads me to believe that they see no advantage to allowing the Macau gaming industry to take off. If it's an industry that doesn't involve exports and the tranfer of wealth from other nations to China Beijing is not interested in letting it be successful. The Chinese put the lid on the Macau gaming industry and I don't see any sign that they are going to ease up anytime soon. This is the type of problem you run into when dealing with a non-democratic government.
