No money was wasted. This was one Congress person ranting about an Inspector's General report that found $500,000 & $1.2 million out of a $7 billion program was "overspent". The people who spent it, the state of West Virginia, do not agree.
In any case, to characterize this as "millions wasted" is ridiculous. It's less than one thousandth of one percent of the program. It should be characterized as "only about $1 million out of $7,000 million use disputed". And the Inspector General auditors tracked it down.
