    ...IntercontinentalExchange Inc. (ICE) has taken an early lead in the handling of credit default swap trades in both the U.S. and Europe, after brokering a deal with the biggest derivatives dealer banks to share ownership in the service, a move emulated by other exchanges...

    On Monday, Deutsche Boerse warned regulators of "possible conflicts" tied to users' ownership of clearinghouses intended to handle over-the-counter instruments.
    The exchange company recommended governance rules that would ensure that no one shareholder in the facility is able to use its ownership as a way to push excessive risk on other clearing members, or opts not to handle certain types of products...could wield too much power in determining which contracts are cleared, as well as how much collateral ought to be posted against outstanding trades... da da da same old same oh!
