Means to me that a downgrade isn't automatic. At least they are discussing with AGO and debating. I expect and hope for a reaffirm of AA-

There shouldn't even be a debate. My guess is Moody's told them that they would downgrade to A1/Stable and AGO has appealed the downgrade.
