    "Bill Seeks to Speed Up Approval Process for New Electricity Generators"

    A bill sponsored by Rep. Joe Barton (R-Texas) proposes streamlining the
    regulatory approval process for generation facilities and give the
    Environmental Protection Agency the power to exempt facilities from the
    nitrogen oxide restrictions of the Clean Air Act. Environmental groups,
    joined by Congressional Democrats, oppose the bill, saying that Barton and
    his fellow Republicans are taking advantage of the situation in California
    to loosen environmental protections unnecessarily. Normal market mechanisms
    have created California's energy shortage, not the Clean Air Act, the
    opposition contends. Rep. Henry Waxman (D-Calif.) said the House should,
    instead, take steps to encourage conservation in his home state and find a
    means to rein in the prices out-of-state wholesalers are charging
