You are right about the front line managers not being in control. They are at the mercy of the higher ups also.

The company needs to unload the union (to survive)....regardless of what the front-line managers "want".
Even so, AKS is suffering from low margins continued production short-falls, and with the air escaping from the steel sector fast now....falling steel prices and a bursting bubble.

It's hard to quarrel with you. I'm not sure there are stellar managers anywhere in the steel industry.
However, this group of managers have successfully negotiated contracts at other plants while the Middletown guys have been floundering around with their current officers (I won't call them leaders). It would seem to me that the union clowns have outclowned the management clowns.
