If they do not announce a dividend, you have to assume things are worse than they anticipated when they disclosed their intent to establish a regular dividend, and are putting that announcement on hold for the time being.
The problem for APPL like PRCP is that they keep holding on to too much of the shareholders' cash. Hence the lawsuit. AAPL at least keeps turning out new product (though not as much lately). With PRCP you need the dividend because Helix is still years away in terms of being impactful to EPS. Plus, if PRCP had no intention of paying a regular dividend they should not announced it several months ago. They will be "forced" to pay one by the market or see a stock price that is hammered by a lack of credibility.

More to the point they need to keep that $13mil on the baloney sheet and in the biz. With 8.5mil shares out that is only a bit over a buck a share in cash.
