Read the report - Hermance says the returns are too low to invest their capital. Why should we invest our own hard-earned capital in the business when the management won't even commit the company's own capital to it?
You could say "do it for the dividend", but if you want a dividend from a financial, buy some preferred stock - they pay 7-9% in qualified dividends with much less risk.
