I think it goes up on a reverse split announcement, cut the float in half. Historically stocks tend to rise going into a reverse split. AIG was different because it happened in a weak market.

I can't wait until Citigroup is trading at 10 bucks a share and the idiot bashers will keep saying, "But.. but... REVERSE SPLIT!!"
These scare tactics might have been mildly effective at 2 bucks or less, but only an idiot would believe they may r/s at this point.
