The government will be selling their shares. There's no dilution there, as these stocks are already including in pps. Irrelevent. In fact, it may be relevant the other way if Citi continues to buy these shares back themselves (as their investment branch has already done).

If there is a seller, there must be a buyer. Its that simple. If USG sells, somebody's buying. Price remains unchanged. Then again, if its citi or Goldman, or Jp Morgan, Vanguard, or any of the other big boys doing the buying, upgrades are likely to incur pushing the stock price up rapidly. Its a win win for Citi.
