Can someone figure this out - looks like the MM is playing games

Early this morning soon after market open saw the following:

    Vol 0, bid / ask 4.60 / 4.70.

A few minutes later, the ask dropped to 4.65.

So, I placed an order to buy at 4.65. You'd think that would raise the bid or at least execute the trade as my offer matched the ask. No chance.

Then, I raised by offer to 4.67, while the bid / ask was still 4.60 / 4.65 - just to get above the ask and see what happens. Absolutely nothing.

Then, a few minutes after that, the MM changed the bid to 4.12 ( WTH is that all about ) but raised the ask to 5.15. Now that is really odd.

No way I'm going to pay above the cash value, which stands now at 4.74.

How on earth is it possible or legal for the MM to show the bid at 4.12, when I have a real offer in at 4.67. Seems like the MM is playing some very shady games here.
