Make everyone pay income tax without refunds
For welfare rats who don't have to pay anything because they refuse to work, they should lose a limb for each year being delinquent. That's similar to how the Democrat-supported-mafia works but the mafia would instead remove fingers and arms via a kitchen sink garbage disposal in one evening without warning, so actually my plan is much more humane.
