What I find interesting from the historical federal workforce data is that Bush was able to start and fight two wars in the mid-East without increasing the Federal workforce. The Federal workforce was 4.1mil when Bush took office in Jan 2001 and it was 4.2mil when he left in 2008.
During 2009, 2010, 2011, the Federal Workforce increased from 4.2mil to 4.36mil in 2011. That is a difference of 154k workers. 110k of them were uniformed military personnel. A number of the executive numbers include the temporary census workers.
It looks like Obama reduced the Bush/Cheney no-bid deal with Haliburton and brought some of the work inhouse.
