A bulk of the shares of Intel are traded by ETF and mutual funds. I would expect index and value mutual funds and all the index ETF. The last time I saw a number was 45% of all shares.
Index ETF will be buyers of Intel at any price if the index is going up. These index ETF are concerned about getting the best price at the moment but they cannot wait a week or month or even an hour. They have to buy.
Anyone who went long in any index ETF during the time Intel was at $29, owns some of those $29 shares as part of that ETF. Even the poster. With the SP500, DOW, Russell, ..... all pushing highs, those $29 shares of Intel are not much of a problem.
