You can get office space in Southfield for dirt cheap. If you have driven through there lately, there are signs up everywhere. Detroit is in the midst of a Depression for the past 7 years. If they wanted, they could get office space for $8-10/sf. They could cut their lease in half easily.
But why would they? The Board is making money every month when they pay themselves the rent money, since they own the building. And, if they move, they know for a fact that office is going to sit empty for 2-3 years until they get some sucker to lease the space for less than the $20.75 it goes for now.

If you've driven through Southfield lately, you'd see there is office space available EVERYWHERE! People are begging to lease office space in Detroit. There are new buildings sitting empty, not to mention all the old ones.
Of course they won't move the office though, the management is paying themselves for that space...
