Our borders will always be vulnerable. What I hope for is that the people of the United States will come to understand that the development of alternative energy and independence from foreign oil is integrally related to homeland security. This goes beyond environmental considerations because of Sept. 11. An inevitable withdrawal from the Middle East goes hand in hand with the successful deployment of fuel cells and other forms of alternative energy. Bin Laden has said that the West plundered the riches of the Middle East and that oil should be $144 a barrel. Surely the cost of this massive alternative energy project would be no greater than the war on terror that may not end in our lifetime. At least "The Second Manhattan Project" can have a set goal and a clear definition of success and completion.
