    Energy Bill In Trouble!

    WASHINGTON, July 22 - A Republican proposal that oil companies share the cost of an $11 billion plan to clean up water pollution in exchange for legal immunity drew sweeping criticism on Friday, dimming its prospects in a broad energy measure before Congress.

    The industry balked at the $4 billion it was asked to contribute to eliminate the gasoline additive MTBE from groundwater.

    Lawmakers and municipal officials argued that the proposal, which requires state and local governments to share the program's cost, lets the oil companies escape full responsibility for spills of the additive.

    Under the plan proposed by Representative Joe L. Barton, Republican of Texas and chairman of the Energy and Commerce Committee, businesses in the gasoline distribution chain would pay $4 billion over 12 years for cleanup, the federal government would pay $4.5 billion and states just under $3 billion.

    Local government officials said the money would have to be approved by Congress each year and was far below some estimates of what will be needed for a nationwide cleanup.

    "Once again, taxpayers are being saddled with a cost that should be paid by the industry and the nation's mayors must find additional resources to cover yet another unfunded mandate," said Tom Cochran, executive director of the United States Conference of Mayors.

    Senator Barbara Boxer, Democrat of California, said, "This deal takes us away from polluter pays and puts cleanup on the backs of taxpayers, and that's wrong."

    Industry officials, who after difficult private negotiations had agreed to contribute $2 billion to the cleanup, refused to consider paying twice that amount.

      If these conversations or what you may think are clever barbs are even close to how you relate to your partners then you might just as well make the switch pigs, with whom you much more closely identify, than intelligent human beings.

      And she is a fool. First, these states required MTBE to be added to their gasoline. Secondly, who does this moron think buys fuel? Is it not taxpayers that will pay this cost through higher fuel prices? Somehow these polititions just view corporations as an endless source of backdoor taxes on the public.

      • Have you ever looked into the massive lies told by the manufacturer of MTBE, and the courts verdicts? There is no question that DeLay and many of the Texas pols where paid off by ARCO and Shell who made a fortune on 1) the royalties for their IP in developing this 'wonderful' additive, 2} never disclosed the hazards of the chemical 3) and made another small fortune charging for adding it to the fuel and now retooling to take it out!

        Your approach leads me to the question, 'Do you support the legalization of drugs and the release of all the people in jail due to drug related offenses just because it's the people who pay for the drugs anyway?'

        One of the things that made our consumer economy so great was because of the risk incurred by the manufacturer by introducing a dangerous product.

        Just because these corporations are in Texas and have bought the current administration doesn't mean they should get off scott free for deliberatly lying about their product and force the government to clean up after the damage created in their pursuit of profits.
