2....The bidding is going very well , at or above expectations, and the cost for more of the assets to PNG is a bargain with huge potential gains to.be achieved.
The govm't has had a front row seat to the whole process, data room #'s, bidding progress,meetings with reps from other interested parties [both governmental and corporate ] and more. My take is that the second reason is more likely. The truth will be known shortly.

IMHO it seems more likely that the bids, if any, were stinky, driving IOC back to the bosom of EWC trying to rehash the old plans. Gov't balks so IOC scrambles and starts thrashing making bizarre "offers" to the government. Stock starts selling off in earnest.
