Another Japex deal for Elk Antelope

EMTV has a story on the PNG-Japan meetings last week. The related video shows O'Neill at a press conference and others aspects of the visit. Then at the 0.44 point in the video when it is mentioning agreements and investments up pops a few second view of a specific agreement. The JAPEX "Long Term Partnership Agreement". On the right-hand page if you pause it, you can see it is unsigned, but the signature lines are for Kalinoe of Petromin and the head of JAPEX. Could this be a new agreement, because back in 2010 they actually signed the prior agreement whereby JAPEX agreed to partner with Petromin and fund its share of projects, "including the Elk-Antelope" project.
