Japan Inc has underscored the rising risk to Australia's dominant LNG supply position by striking a deal to potentially underpin a 15 million tonne a year operation in Russia.
The memorandum of understanding between Japan Far East Gas Company and Russian giant Gazprom was yesterday heralded as a key milestone for the Vladivostok LNG development in Russia's far east.
Gazprom has previously said it wants first LNG to be produced by 2018, making Vladivostok the latest liquefaction operation proposed for development in Australia, Asia-Pacific and North America to capture a fast-closing window of supply opportunity to Asia's key economies.
The Japan Far East consortium includes Inpex, which is building the $US34 billion ($37.1 billion) Ichthys venture off WA's north, and traders Marubeni and Itochu.
No mention was made yesterday of when Japan Far East and Gazprom expected to convert the MoU into a binding joint project company agreement, complete with marketing arrangements in Japan.
Royal Dutch Shell and Woodside Petroleum have repeatedly warned that the window for sanctioning new LNG projects in Australia will close over the next two years as supply catches up with Asian demand for the fuel. It is why they hope to receive government and joint venture approvals to kick off the Browse floating LNG development by 2015, for first gas in 2020.
