legit shorting is just fine, eventually they have to buy to cover and that usually pushes the price up. Its the NAKED shorting that can become abusive and yes, anyone can in fact submit complaints to FINRA and/or the SEC if they suspect naked shorting by MMs and large firms has become abusive in a stock. The tell tale sign is a substantial increase in the failure to deliver figures. The usual daily or bi-weekly aggregate short interest or short volume does not give any insight into possible naked shorting though. For this stock though I see no reason to think any abusive naked shorting is going on, looks fine to me.
