Quarter End, Short Interest

The trend in short interest has been down for quite a while.
So far, no indication Socius or anyone else has been shorting into a financing. Maybe it's as simple as Risk Off and reduced total equity positions into quarter end for both individuals and institutions.
Nothing's really working, but the only thing there's much of any consensus on is BIG and dividend paying, preferably US focused, e.g., Utilities.
