I'm puzzled how having people out of their homes, on the street, with no food, will get them to climb the economic ladder.
Sure, there are schemers and system gamers that take advantage of social services rather than work. We can't design the programs to mainly to thwart cheaters, but seriously underserving those truely in need.

A recent study has shown that each employee of Walmart and similar big-box stores costs taxpayers more than $5,000 a year in food stamps, Medicaid, and subsidized housing and child support. Each Walmart supercenter with 300 employees may cost taxpayers between $1 million and $1.7 million a year. I've heard that Walmart even runs classes for their employees to help them fill out forms for SNAP (Food stamps) and Medicaid.
I wonder how much it would reduce all our taxes, simply by making it easier for Walmart employees to unionize, and strike for enough pay so they can pay their own way, without government subsidies?
