New to the board and very pissed.I just signed up with ebay and Payapl only to purchase a car. When I opened my account it ask me to to fund my account with either a credit card or bank account. I chose to use my credit card and put $7500.00 dollars in my paypal account and bid on 3 different cars. I won the one I wanted and paid for it instantly and thought all was well. this morning I emailed the guy to let him know I had a car hauler to pick up the car this afternoon and he said he had sold it locally. well I was upset but not the end of the world he refunded my money and I bid on a couple more. I checked paypal to make sure I got may refund and I have this yellow highlighted message that says my account has limited access. WTF! then there is this message.
"Jan. 14, 2009: Unusual account activity has made it necessary to limit account access until additional verification information can be collected". How do I get my money released? What was unusual activity? I need my car to get to work but now I have maxed my credit card and can't buy one until this gets worked out.
$7500 is too much to put in your Paypal account. Red flags will go up all over. You'll probably have to wait no more than 21 days to get your money back. Remeber Paypal is not governed by the same rules as a bank, therefore their is more of a chance of fraud. Paypal has to check it out and make sure you're not trying to commit fraud with a stolen credit card. Next time look for cars that can be bought with a direct credit card payment. $7500 is just too much on Paypal with a credit card

That was a first mistake, do not keep any money in your paypal account = it is not safe there, paypal is not regulated like banks are so you are at their mercy
If you wanted to pay for a purchase with paypal backed by a credit card, keep it empty, then when it comes time to pay, in your paypal settings make sure you have checked that source of the funding is your credit card = then it is easy go as you click the pay button your credit card will be charged through paypal.... you never ever should fill your paypal with credit card, just setup the paypal profile to use the credit card as funding source. This way paypal never gets to sit on your money, it just hands it to the seller.
I would definitely call the Credit Card Co, and inquire about doing a Chargeback on Paypal. I would also call your State Attorney General.

Ignore the Paypal Cheerleaders whose job it is to confuse and direct attention away from Paypal being a Thief. There are some good people on that Board, who might have some good advice and contacts for you.

a lawyer will take a third of you money IF he gets anything back for you.
you can call your credit card company and cancel the transaction. but then the tell everyone that they have "no liability"......

They did that to me once after I had already made a few thousand dollars worth of transactions. I was pissed also. You can call and raise hell like I did, they will tell you they will release it sooner, but they wont until the 30 days is up.
I would kinda like too know if their little holdem' trick is legal. 1.They took their fees off the top. 2.They held the remainder, including shipping and handling which really has nothin to do with the auction transaction itself. 3.They collected the 30 days worth of interest on our money!
It's just bad biz. That along with their increased fees has run off alot of their sellers. Ebay and Paypal fees ate up a whopping 19% of my sales for 2008. It doesnt take long to do the math.
