Brian Nowak "upgraded" Ebay to a but from a Hold..
The only problem is that M"r Nowak made some pretty bad "recommendations" lately and has a pretty poor performance (E.g. recommending facebook 3 month ago and giving it a "strong buy" and a 40$ price target)...
According to TipRanks he has a problematic track record and success ratio.
