Is this bill applied to Ebay directly or Ebay sellers only? Even if this is applied to Ebay sellrers, not Ebay, There are many big Ebay sellers of multi million revenue. This will bring down Ebay fee income. Ebay charge relatively high fees, so I guess this will be a big damage to Ebay either way.
That would be more trouble than it's worth considering the fact the sales tax is charged to the buyer anyway. Not to mention, any company doing such to avoid taxes would be illegal and subject to federal prosecution. In this bill, they're not after small sellers, they're after large online retail outlets.
eBay is on a slippery slope. I could see where the fact they are collecting fees and offering "buyer protection" scheme that would include eBay as a contributing party and not a third-party for each sale made on eBay. Of course, any sales tax would be passed onto sellers.
