If they needed to do a secondary they would do it already. They'll have enough $$$ to get to the end of next year with the cash that they have now. If they need cash, they'll do a partnership or wait until the pancreatic cancer data comes out. The share price is way too low for a secondary to be a reasonable option with the better options on the table.
It is true they might niot raise until next year, but you are way off the mark if you think 28M is going to get them through 2013. They will raise funds by the end of Q1 2013. They may be holding off until after the tax selling from the fiscal cliff for 2012 and maybe hoping for a run-up while waiting for interim phase 3 results in Q1 2013.
