There's 50 million shares outstanding. Institutions own 2%, if you could call them institutions. The counter party is the retail bagholder who bought hype and a ticker symbol. They bought this lemon cause they didn't look or didn't know how to look under the hood.
This is two guys and a truck who hired the three stooges and a pick to poke a hole every 10 days in a worthless pile of dirt.
Institutions know it and they will never buy any REE. It's going to $3 no doubt.

I don't think hedge funds would touch this stock. Too risky. How will they unload their blocks of shares? It would take them a long time to get out of their position without affecting the price of the stock.
