First, I'd need to remark that people who use the phrase 'big boys' generally believe the market is rigged and unknowable.
Second, the phrase 'on balance' is a figure of speech you may not be familiar with. If English is not your native language, the term can describe the process where one weighs evidence in their mind.
To say effectively that you can't tell if a market is balanced or not, which is what you've said, is to say that all analysis is futile, and all expression of opinion is offensive in its mere existence as a corollary.
