Please correct me if I am wrong on Meidicare , Medicaid cuts

See below - the way I see things is that the 30 % cut in doctors fees is a done deal already starting in Jan 2012 - unless Congress comes up with 330 billion by the end of the year to prevent these cuts. Medicare and Medicaid are related and effect each other in the over 65 population. So I am assuming the super comittee needs to make cuts but also add the 330 back in somehow to prevent the 2012 cuts from taking place. So unless the super comitte is successful :
    ----------------------------------------------------------------
    1) 30 % cuts in doctors fees starts in 2012 - (unless Congress comes up with a specific bill just for that by the end of the year)
    2) huge default cuts start for 10 years starting in 2013 in ADDITION to the 2012 cuts
so I see - failure by the super committee as having a devestating effect immediately on this stock - not a positive effect
    am I wrong ?
where does it say that the 30 % cuts for 2012 have been pushed back to 2013 ? Did I miss this ?
    Please help.

    Jounal Enquirer - September 2011.
This Year's Medicare Cut To Docs: 29.5 Percent
Physicians will get a pay cut of 29.5 percent in 2012 unless Congress makes a fix, the Department of Health and Human Services announced on Thursday. The estimate, sent by HHS to the Medicare Payment Advisory Commission, virtually ensures Congress will be embroiled in finding ways to pay for the expected $330 billion price tag while consoling medical groups long angered by the lack of a permanent fix. It is a familiar path for Congress. Each year since 2002, the Medicare payment formula has factored in reductions that Congress has overturned almost every time. Most medical groups, lawmakers, and policy experts agree that the formula is flawed
