I'm assuming the current price action reflects lower oil & gas prices along with potential tax implications on dividends. Any other explanation?

The funny thing is you are right, and if you believe it, and you aggressively add to your position at these levels and VNR continues to do well and pay increasing monthly distributions you can make a Million Dollars on this security in a reasonably short time.
All you need is "The Courage To Do It"

since VNR doesn't pay dividends, any such fear would be misplaced.

VNR does pay dividends. Its about a 9% yield.

Fear of the Unknown is a good candidate. According to Warren Buffett--the best time to buy is when there is fear in VNR . The best time to sell is when there is greed in VNR. It appears to me there is plenty of fear in VNR currently.
