DOD is way ahead of the FDA. Any 'contract' would never be revealed, nor would any prior agreements to pursue a production/supply agreement. Look at the DARPA site to get a dose of reality. Better yet, look at the news coming from Syria. Unfortunately, I don't think it takes a lot of guessing here.
