Why hasn't parent Hanwha bought rest of HSOL?

Hanwha parent companies own 49.9% of HSOL and now feature solar business as the future (SolarOne and QCell). Why not buy the other 50% of HSOL while it is cheap?

Hanwha paid $10 per US share for the 49.9%, why not $5 for the rest now or $3 a year ago?

What is stopping HSOL from selling to Hanwha on the cheap?

I cannot figure HSOL and what Hanwha is doing...ANY IDEAS? Thanks!!!!!!
