Does anyone really know? Of course not, but I see it differently. The stress test plan is a way to measure each bank by the same standards (very important) and to inject TARP funds into those that need them to bring them up to "standard". The result is America will have a banking system capitalized to a Treasury set standard. By 3rd quarter that will have turned out to be a good thing.
It could be some banks are so far below the standard that TARP is not the answer and instead are merged into a better capitalized bank.
When on the battlefield and there are massive losses/injuries you apply a standard...savable or not. Clearly BAC is one of the savable as Treasury has already used them to save others.
