Does Japan's cleanup stop treasury bond buying?

Is the rise in US treasury rates now upon us, because big buyer, Japan, now has more pressing and important things to do with its cash than park it in treasuries? I am no fixed investment jock, but this would seem to be a time for Japan to drastically curtail buying and rolling over its cash in US treasuries. It will need to bring that money back to Japan for rebuilding the country after this tsunami and earthquake.
