    Tough love from congress

    At first glance this might panick some. Congress is going to hold back funds until DHS depts. have a plan for use of the funds allocated. Wow--A PLAN! Congress has done their job (more or less) getting funds allocated. I have more confidence in Chertoff leading the DHS. Here's and excerpt of a good article:
