Without being biased, I think police departments need the ZBV. I saw some footage on CNN where they are looking for some fugitive. Deputies were walking up to cars with shotgus aimed at the driver! With a ZBV they would not have to do that at all. They could even be smilling at the driver, while the van scans. In addition ZBVs should be used to scan parked cars in malls. Malls remain the most vulnerable place in the USA today.
