They spent a billion $ there a few years ago and it's still not enough for the Obama EPA. You can see why they don't want to spend any more. $275 mil would do it but then Obama promised more regulations next year that will cost who knows how much so it's just not worth it. Then put a carbon tax on top of everything that will be designed to drive coal electricity out of the market. No shock they are shutting down.
I doubt if we ever see that carbon tax.....window dressing. Just lack of power with all these cogen's they built 10 years ago, along with the new coal burner at Longview, and the downfall of steel and aluminum. I bet if Longview wasn't build they would have put the money into it. It was bad there, though, meaning, you get within 5 miles of Hatfield and the ground and trees were tinted yellow from all the sulfur, maybe things got better after the scrubbers were put in.
They build a combined cycle across the river from Hatfield, and a new coal burner just opened up a couple years ago, Longview in WV; adding the decreased steel and aluminum manufacturing......it all leads to this sad decline.
