I believe this is an intentional miss.
In executive management, their is a story. When you get a position, the first thing you do is prepare to envelopes.
When crap hits the fan, open the first envelope. It says, "blame the previous guy".
If crap hits the fan a second time, open the second envelope. In it, it says, "prepare 2 envelopes".
They are just managing expectations to build in some confidence for the new guy.
