PSX refineries in gulf coast are prepared and have been built to handle Keystone oil. PSX has already admitted exporting oil. This would be a big win for PSX to export fuel to other countries.
I'll bet there is one railroad owner who isn't liking the Keystone news
CSX probably because they claim to be such stewards of the environment.
