    Based on assets

    The stress test tested assets against a collapse of the economy,without paying much attention to current earnings,and that is proper.The question that everyone should ask is what happens to those massive assets if the economy bounces back to full.The answer is likely much higher earnings,and thus profit.
    Bank failure is no longer on the table,but STI will have to wait to raise dividends,and stock repurchase.So how soon do you think the economy comes back?If the answer is two years,then you're better off with a healthier regional like Key,or FITB,or the many others.They are still very cheap,and KEY is about as cheap as STI,and they just announced a stock buy back.Key will likely do better in the short run,but they don't have nearly the assets of STI,and in an improving economy,STI will quickly catch up and beat KEY,but I like both banks at these prices.
