At the risk of defending Marce and gang, you might be confused. I only know of Mirant planning on importing coal via the seaways, to the Morgantown plant. Morgantown is in Maryland on the northern shore of the Potomac River where it enters into the Chesapeake Bay and just east of US Highway 301. Bringing coal in via water traffic makes sense.
