As previously posted Fidelity does not accrue dividends. They record them when received on the pay date.
Some brokers, like Interactive Brokers and others, accrue dividends, so the money, or in the case of SBY the shares, appear in the account as of ex day. In Interactive's case the money is listed as a dividend receivable but the SBY shares can be traded - both are recorded in account equity as of ex date.
I think all brokers should accrue, but no one's sought my advice on that, so my IB account shows the goods but my Fidelity account does not and will not for a few weeks.
